Michigan Marihuana Grower License Guidelines

A grower license authorizes the licensee to cultivate, dry, trim, or cure and package marihuana for sale to a processor or provisioning center. A grower is authorized to grow no more than the following number of marihuana plants under the indicated license class:

  • Class A Marijuana Grower – up to 100 plants
    • Nonrefundable application fee of $6,000
    • Initial Licensure Fee of $4,000

Michigan Medical Marihuana Provisioning Center (Dispensary) License Guidelines

  1. A provisioning center license authorizes the licensee to purchase marihuana from a grower or processor and sell, supply, or provide marihuana to registered qualifying patients, directly or through registered primary caregivers.
  2. Must apply for a provisioning center license with local City AND State before selling marihuana and marihuana products.
  3. Licensing and business requirements for provisioning centers vary from city to city.
  4. An applicant may need to pay a fee to its local city/municipality of up to $5000 and a nonrefundable state application fee of $6000.
  5. Applicant, if an individual, must have been a resident of the State of Michigan for a continuous 2-year period. This requirement does not apply after June 30, 2018.
  6. The applicant is ineligible if he or she has been convicted of or released from incarceration for a felony under the laws of this state, any other state, or the United States (federal law) within the past 10 years or has been convicted of a controlled substance-related felony within the past 10 years.
  7. The applicant is ineligible if he or she has been convicted of a misdemeanor involving a controlled substance, theft, dishonesty, or fraud in any state within the past 5 years.

The History of Michigan Marijuana Business Licenses Marijuana

On November 6, 2018, Michigan voters approved The Michigan Regulation and Taxation of Marihuana Act, effectively legalizing marihuana for recreational use for individuals 21 years of age and older. Local municipalities will be able to ban, allow, and/or limit the number of marihuana businesses within their borders.

On July 3, 2019, the Department of Licensing and Regulatory Affairs issued emergency rules to enact the Michigan Regulation and Taxation of Marihuana Act (MRTMA) and implement a regulated recreational marijuana market. The rules are effective immediately and will remain in effect for six months.

On November 1, 2019, the state opened recreational marijuana business applications to existing medical marijuana businesses. The applications come nearly a year after Michigan voters approved a ballot proposal in November 2018 that legalized the use, possession and sale of weed to adults 21 and older.

Michigan issued its first recreational license on November 19, 2019, and the state then began recreational marijuana sales on December 1, 2019.

Beginning on March 1, 2021, the Michigan Marijuana Regulatory Agency will accept applications for adult-use marijuana licenses from any applicant. The agency will no longer require an entity to hold a medical cannabis business license in order to apply for an adult-use business license. The plan opens new retail opportunities for entrepreneurs interested in Michigan’s adult-use marijuana industry.

Michigan will continue to accept applications for recreational licenses with no deadline for submission.
